Pop-up messages from PC software have become a prominent nuisance that users strongly resent. On 28 October, MIIT’s Information Communication Administration held an administrative guidance meeting to regulate pop-up behaviour in PC application software, with representatives of Alibaba, Tencent, Baidu, 360, Kingsoft, iQiyi, Ludashi and Xunlei attending.
The meeting noted that after special rectification, the splash-screen pop-up behaviour of the top 100 internet companies on mobile apps has been further standardised, and the “can’t close” and “random redirect” problems are basically solved. But on the PC side, some applications auto-start pop-ups at boot without user consent, set obstacles that make them hard to close, and force-bundle other software, seriously infringing users’ lawful rights.
The meeting stressed that companies must put users first, strictly observe laws and regulations, proactively find problems, fix them immediately, and draw inferences, always keeping in mind what may and may not be done, giving equal weight to development and regulation, and treating the protection of user rights and the winning of user trust as the foundation of the business.
The meeting required companies to earnestly fulfil their primary responsibility: first, fully protect users’ right to know by clearly informing them of the source of pop-up information, and not force users to accept auto-start pop-ups or related services through “default agree” and similar means; second, respect users’ right to choose by providing clear, effective and conspicuous options to close pop-ups, and not mislead users with fake or undersized close buttons; third, further optimise products to avoid concentrated pop-ups at startup that disrupt normal use, and effectively protect user rights.
The companies said they would strictly implement the requirements, comprehensively self-inspect and rectify, operate lawfully and in compliance, and provide users with better, richer and more reasonable products and services.
