Computing capacity is becoming the new engine of the digital economy, and the build-out has moved into a fast lane: national policy, provincial plans and operator programmes are all moving at once.
The national frame
The 14th Five-Year Plan for the digital economy requires integrated national big data centre system with hubs in Beijing-Tianjin-Hebei, the Yangtze Delta, the Greater Bay Area, Chengdu-Chongqing, Guizhou, Inner Mongolia, Gansu and Ningxia; the east-west transfer project; continued green data centre construction; and orderly development of intelligent computing centres.
In January, the National Development and Reform Commission approved hub construction at four nodes — Inner Mongolia, Guizhou, Gansu and Ningxia — with the four eastern hubs under joint review. A separate notice on cloud-network convergence in small and medium cities calls for multi-tier computing supply: deeper fusion of metro IP networks with cloud data centre networks, and of central and edge cloud.
The provinces move
Henan’s new infrastructure plan lays out a ‘Central Plains computing network’ with storage, edge, intelligent and supercomputing in one system, anchored on large green data centre clusters in Zhengzhou and Luoyang. Shandong was first to set provincial new-type data centre standards and pilot programmes. Hebei and Jiangsu issued optimisation policies, and Gansu, Yunnan, Shanxi, Tianjin and Guangxi all published their own.
The operators
The three carriers are building: one is pushing network-follows-cloud convergence, another a ubiquitous computing network with one-point-access on-demand compute services, the third a multi-tier system spanning data, cloud and edge with green and intelligent layers. The first security white paper for computing networks has been published, covering regulation, architecture, protection technology and trends — a sign that the industry has moved from defining the concept to securing it.
